SFM is ok for movies, because the movies are created by their submitters (in theory). Art, on the other hand, by it's definition, is something created by the artist. Compositing pieces of other people's creations does not count as original art, and thus, SFM is not accepted in the Art Portal.
I disagree strongly. 1,000 frames are legitimate, but 1 frame isn't? Digital artists don't always create their own brushes, or textures. Musicians often use preproduced samples. God knows how many sprite animations are still on this site. 3D is by necessity collaborative, because while some people can do everything involved from modeling to texturing to lighting to set dressing to audio to post-production, it's setting an unreasonable standard to expect everyone to not only do that, but throw it out and start fresh each time they want to make something different.
